Why flood-zone checking is now essential
For decades, Indian property buyers focused exclusively on documents. The physical reality of the land — its drainage, elevation, history of inundation — was assumed to be whatever the broker said it was.
The 2018 Kerala floods changed that calculus. Areas in Ernakulam, Alappuzha, Pathanamthitta, and Thrissur that had been considered "safe" for 50 years went underwater. The 2024 Wayanad landslide buried entire villages. The 2023 Joshimath subsidence cracked apartment buildings that had been built decades earlier. The climate is changing, and so is what counts as "risk-free" land.
For a buyer in 2026, hazard analysis is no longer optional. The good news: most of the data you need is already publicly available. The bad news: it is scattered across multiple government portals, in different formats, and requires some interpretation.
The five data sources you need
1. ISRO Bhuvan (bhuvan.nrsc.gov.in)
Bhuvan is India's geoportal run by ISRO's National Remote Sensing Centre. It provides:
- Historical satellite imagery showing flood inundation during major events
- Land use / land cover maps
- Digital elevation models
- Disaster management layers including Kerala 2018, Bihar floods, Assam floods, etc.
To check a specific property: zoom to your property location, switch on the relevant disaster overlay, and see whether the property polygon falls within the inundation boundary.
2. NDMA (ndma.gov.in)
The National Disaster Management Authority publishes hazard maps for floods, cyclones, earthquakes, and landslides. Their flood hazard zonation distinguishes:
- Very high hazard zones (inundated frequently, depth > 1m)
- High hazard zones (inundated in major events, depth 0.5–1m)
- Moderate hazard zones (inundated rarely)
- Low hazard zones
3. CWC (cwc.gov.in)
The Central Water Commission monitors river levels and historical flood discharges. For properties near major rivers (Periyar, Ganga, Brahmaputra, Krishna, Godavari, etc.), CWC data shows the historical flood return periods.
4. State disaster management authority
Each state has its own SDMA which publishes state-specific hazard maps. Kerala SDMA's flood maps are particularly detailed after 2018. Uttarakhand SDMA publishes landslide maps. Maharashtra SDMA publishes coastal vulnerability assessments.
5. Geological Survey of India (gsi.gov.in)
For hilly states, GSI publishes landslide susceptibility maps. For properties in Uttarakhand, Himachal, Sikkim, the Northeast, and parts of Karnataka, this is essential.
Step-by-step: How to check flood risk for a property
Step 1: Get accurate coordinates
You need the exact latitude and longitude of the property. Get this from Google Maps by right-clicking the property location, or from a GPS reading at the site. Survey numbers alone aren't enough — they cover a polygon, and risk can vary within that polygon.
Step 2: Check ISRO Bhuvan inundation maps
Go to bhuvan.nrsc.gov.in. Navigate to your property coordinates. Enable the relevant disaster layer (e.g., Kerala 2018 floods). Check whether the property point falls within the inundation polygon.
Step 3: Check elevation
Bhuvan provides Digital Elevation Model (DEM) data. Note the property's elevation above mean sea level (MSL). For coastal Kerala, properties below 5m MSL are at high flood risk. For Mumbai's reclaimed areas, properties below 8m face risk. Standards vary by city — research local thresholds.
Step 4: Check distance to water bodies
Distance to nearest river, lake, drainage canal, or sea. Less than 500m to a major river requires careful flood analysis. Less than 100m to a drainage canal in flat terrain similarly.
Step 5: Check the NDMA hazard classification
NDMA classifies most of India into flood hazard zones. Confirm your property's classification.
Step 6: For hilly properties, check landslide susceptibility
GSI maps show landslide-prone zones with susceptibility grading from very low to very high. Uttarakhand's Tehri Garhwal and Rudraprayag districts have particularly high susceptibility.
Step 7: Talk to people who have lived there a decade
No map replaces local memory. Neighbours who have lived in the area for 10+ years will tell you which year the lane flooded, which buildings have foundation cracks, which monsoons brought damage. This is irreplaceable signal.
Reading the data correctly
What "1 in 100 year flood" actually means
A "100-year flood zone" doesn't mean a flood happens once every 100 years. It means in any given year, there is a 1% probability of a flood reaching that level. Over a 30-year mortgage, the cumulative probability of at least one such flood is ~26%. This is significant.
Why historical safety doesn't predict future safety
Many properties that flooded in 2018 Kerala had not flooded in 50 years. Climate change is altering precipitation patterns. Watershed development upstream changes downstream flow. New construction blocks historical drainage. The "this area never floods" argument is increasingly unreliable.
Microclimate matters
Two properties 200m apart can have very different flood risk. Elevation, distance to drainage, soil type, and surrounding development all matter. Don't assume neighbourhood-level risk applies to a specific plot.
What to do if a property is in a flood zone
A flood-zone property isn't automatically a bad purchase. But it requires:
- Flood insurance: Increasingly important. Most general home insurance excludes flood damage. Specific flood riders exist.
- Elevated construction: If building or renovating, raised foundation, elevated electrical, water-resistant finishes on lower floors.
- Price negotiation: Flood-zone properties should be priced lower than equivalent non-flood properties. Don't pay the same price.
- Long-term value consideration: As awareness grows, flood-zone properties may face declining resale value.
- Insurance availability: Some flood-zone properties become uninsurable, particularly in repeatedly affected areas.
The Kerala 2018 lesson
The 2018 Kerala floods affected Ernakulam, Alappuzha, Pathanamthitta, Thrissur, Kottayam, and Idukki most severely. Many buyers in these districts in 2017 had been told their properties were "safe." A simple Bhuvan check after 2018 reveals exactly which areas were inundated. Property prices in heavily affected areas dropped 15–30% in the year after the floods, then partially recovered but never fully matched pre-flood levels in some pockets.
